The church was formally organized in 1979 and moved to its current location in 1982, where it has continued to grow under the leadership of successive pastors. St. Paul describes itself as "A Cathedral of Hope, Faith and Charity" where "everybody is somebody and God is the father of us all." The congregation is organized around primary ministries including the Ambassadors for Christ, Daughters of Zion Women, Diaconate, Fisher's of Men Outreach, King's Men, and Youth for Christ, reflecting a commitment to service and spiritual growth across all ages and demographics.
